Tension, not friction.
Each Nord-Lock washer is a bonded pair with cams on the inside faces and radial teeth on the outside. When the bolt is tightened, the teeth grip the bolt head and the mating surface, so the only movement possible is between the cams. Because the cam angle is steeper than the thread pitch, any attempt to back the bolt out raises the tension instead, locking the joint in place.
